The cooperation model for multi-sectoral support promoting employment helps you find employment if you need comprehensive support. The aim of the service is to remove obstacles to employment related to, for example, your life situation, state of health, work and functional capacity, and talents and vocational skills.
In the cooperation model, the employment authority, wellbeing services county and Kela together with you will assess what kind of support you need for finding employment. A multisectoral employment plan will be drawn up for you. The plan will schedule the employment services, social and healthcare services and rehabilitation services you need.
If you are under the age of 30, you can receive multisectoral advice, guidance and services meant for young people and offered jointly by different authorities and other actors at a low threshold. The purpose of the shared service of multisectoral support service promoting the employment of young people is to promote young people’s study opportunities, employment, capabilities for action and wellbeing.

In some cases, you may be able to study independently while receiving unemployment benefits. Independent studies include studies where an educational institution is responsible for the provision and student selection instead of the employment authority. During independent studies, you are obliged to apply for and accept work, and participate in services promoting employment.
You can receive unemployment benefits for short-term, part-time or full-time studies.
Short-term studies are studies that last for a maximum of six months. Short-term study with unemployment benefit is possible if you have not previously studied for a short period of time during the same unemployment.
Part-time studies are studies that are of minor scope or duration. Part-time studies may include, for instance, learning a new skill, completing basic studies at an open educational institution, or completing degree studies which have been previously interrupted. Full-time studies may also be part-time in some cases.
Full-time studies usually aim at completing a degree or other studies the extent of which is on average the minimum of 5 credits or 4.5 ECVET points per study month, or 25 hours a week. Full-time study with an unemployment benefit is possible if the employment authority estimates that you need education and that the studies significantly improve your chances of finding employment. The studies must have been agreed upon in the employment plan usually before starting the studies.

Short-term studies
You can receive unemployment security for short-term studies if
- you are a jobseeker in the employment services of your area
- you have turned 25 before the start of your studies
- the total duration of your studies is no more than six months
- the studies provide you with professional skills or support business activities.
If your short-term studies do not last for more than three months, you will have the opportunity to complete new short-term studies immediately after your previous studies have ended. If your studies last for more than three months, the right re-emerges when you meet the minimum employment condition, and the calculation of the maximum time for earnings-related unemployment benefit restarts.
Part-time studies
You can study part-time with unemployment benefit if
- you are a jobseeker in employment services in your area
- you are entitled to unemployment benefit
- your studies are considered part-time. Full-time studies can be considered part-time if you have worked or been employed as an entrepreneur for at least six months during your studies. In such cases, you have proved by working that your studies are part-time. Full-time studies can also be considered part-time if you have started your studies during the employment relationship and you are laid off or dismissed from work on financial or production-related grounds. In such a situation, it is not required that the employment should have lasted for at least six months during the studies.
Full-time studies supported by unemployment benefit
You can receive unemployment security for full-time studies if
- you are a jobseeker in employment services in your area
- you are entitled to unemployment benefit
- the employment authority estimates that you need education, that the studies are the best way to promote your employment and that the studies significantly improve your chances of finding employment
- you have turned 25
- the studies meet the relevant criteria.
The studies may be supported for a maximum period of 24 months. However, if you are studying basic studies, the studies can be supported for 48 months.

Independent studies with unemployment benefit means that you can complete full-time studies at an educational institution as a client of employment services. Sometimes independent study can help you find work and integrate faster.
Independent studies can be
- completion of comprehensive school
- preparatory education for upper secondary school
- preparatory vocational education
- qualifying studies for example for physicians
- Finnish or Swedish language studies.
The studies must be in Finnish or Swedish. If the studies are included in social orientation, they may be in your native language.
Support can be granted for studies that constitute a coherent whole for a maximum of 24 months. If the aim of the studies is to complete the syllabus of basic education, support can be granted for up to 48 months. To receive unemployment benefit, you must make progress in your studies as agreed in your integration plan.

If the costs of participating in the training try-out are incurred, you can receive expense allowance for the days of participation. The employment authority advises and guides you in applying for work and offers other services that help you integrate and get work. Such services may include integration training and multilingual social orientation, where you can find information about Finnish society.
The initial interview or the assessment of the competence and integration service needs examines your study and work history, language skills and other matters affecting your integration and employment. In addition, your language, reading and writing skills may be tested.
The integration plan supports your integration into Finland. It sets out an agreement on studying Finnish or Swedish that corresponds to your study readiness and skills, as well as on participating in the services that promote employment and best suit your situation.

- you participate in an expert evaluation organised by the employment authority.
You can apply for compensation for return trips made in Finland for a job interview if the work lasts at least two weeks and the average working hours are at least 18 hours a week. Compensation may also be granted for a job interview trip to another Member State of the European Union or to a country belonging to the European Economic Area.
To receive compensation, you must be an unemployed jobseeker. Costs may be reimbursed if:
- you participate in an admission event or aptitude test for labour market training
- you will familiarise yourself with the educational institution providing labour market training before the training begins so that you can check the accessibility and other suitability of the institution for your studies due to a disability or illness
- you visit the employment authority so that your visit is considered necessary and you need transport services due to a disability or illness
- you participate in an expert evaluation organised by the employment authority.
The basis for reimbursement of travel expenses is the distance in kilometres multiplied by €0.21. The part of the travel expenses exceeding €12 shall be reimbursed up to a maximum of €200.
Compensation is granted for accommodation expenses based on the costs incurred, up to a maximum of €80 per day.
Proceed as follows
Apply for reimbursement of travel and accommodation costs from the employment authority within one month of the end of the trip. The employment authority may pay the compensation in full or in part in advance.
If you are applying for the reimbursement of travel expenses, you do not need to attach receipts to your application. If you were staying overnight on the way, attach a receipt for the overnight stay costs to your application.
Apply for the allowance primarily using an electronic form in the e-service. Log into the service with your personal banking IDs, a mobile certificate or a certificate card. Complete the application in the service and attach the required documents. The service’s internal instructions will help you fill in the application. In the e-service, you can submit an application, respond to requests for supplementary information concerning the application, supplement your application and receive decisions concerning your case.
If you cannot use the e-service, apply for compensation using the printable form. Submit the form to the employment authority.
If you have been granted compensation for travel or accommodation expenses in full or in part in advance, submit the supporting documents for the costs incurred to the authority that made the decision within one month of the end of the trip.
If you have applied for compensation in the e-service, you can supplement the information needed for payment in the e-service if necessary.

The length of the trip is calculated so that the journey begins from your actual place of residence.
